新《建築物（建造）規例》（新規例）已於2020年1月10日刊登憲報，並於2021年2月1日起實施。新規例旨在根據《建築物條例》，就建築物、街道、建築工程及街道工程的設計和建造，實施以效能表現為本的建築物規管制度，並提升其標準，以促進新建築技術及提供設計彈性。

屋宇署人員將透過此網上簡介會介紹新規例，內容主要包括:

- 在可行情況下將訂明條文轉為以效能表現為本的條文；

- 為切合時代所需和與現行法例看齊，新增條文以提高建造工程的標準；及

- 引入新條文，規定為保養建築物外部設置充足的通道，加強保障工人安全。

The New Building (Construction) Regulation (New Regulation) which was gazetted on 10 January 2020, has come into operation on 1 February 2021.  The New Regulation aims to implement a performance-based building control system and enhance the standards on the design and construction of buildings, streets, building works and street works under the BO, so as to promote innovation in building technology and to provide design flexibility.

In this webinar, staff of the Buildings Department will introduce the New Regulation mainly covering the following: 

- new performance-based provisions which were transformed as far as practicable from the prescriptive provisions;

- new provisions which were added to enhance the standard of building works with a view to meeting modern-day requirements and aligning with the prevailing legislation; and

- new provisions mandating the provision of adequate means of access for maintenance at the exterior of buildings in order to strengthen the protection of workers’ safety.
